Project Update

Two waves of telephone interviews have been completed in 97 counties located in 36 states; these counties were selected to represent the Child Welfare System (CWS) in the United States as a whole.

Over 1,100 agency staff and administrators participated in the CCCW interviews. The Wave 1 response rate was 84.6%, while the Wave 2 rate increased to 92.6%.

The number of interviewees required to complete the surveys varied widely by county, from 1 informant in a small, rural county, to 38 informants in a large, urban county. The average number of informants was 12.3 informants (median of 13).

   

During the first wave of interviews (September 2000 - June 2001), there were 12 interviews per county:

  • Overview of Child Welfare System structure
  • Entry screening and services for children involved in the CWS
  • Mental health services for children involved in the CWS
  • Developmental services for children involved in the CWS
  • Medicaid agency - policies and procedures
  • Public Mental Health agency - policies and procedures
  • SCHIP - policies and procedures
  • Relationship between CWS and Medicaid
  • Relationship between CWS and Public Mental Health agency
  • Caregiver training
  • Staff training
  • Placements -use and payment rates

During the second wave (February 2003 - March 2004), there were 7 interviews per county, primarily targeting the CWS:

  • Mental Health Service Providers - Identification and Impressions
  • Use of CWS Funds to Provide Mental Health Services
  • Use of Medicaid Managed Care in the CWS
  • Linkages with Schools and Juvenile Justice
  • Status Offenders & Adjudicated Delinquent Youth
  • Placements
  • Parent Training
